I willing to bet that you will still be charged with something. It's not worth it. I'm speaking from 1st hand experience here. I'm in a neighbor war since last year.

Think Colonial American stockade. 15' long locust poles stuck in the ground, leave the bark on, pointy tops, make sure it's 2' on your side of the line. Run it right down past the windows on his house.

On your side, plant some nice vines like clematis or English ivy. On his side, paint a giant "Mr. Yuk" face.

I'm going to add some more information that I didn't consider relevant in the original post. The guy owns the house but doesn't live there, he bought the house about 2 years ago and completely renovated it, he rents it to his son. last year he bought the house next to the one next to me and is currently renovating it so he is still around on a semi daily basis. He lives in another town about 20 minutes away.

Later in the day on Sunday his son came over and knocked on my front door, he basically wanted to apologize for his fathers actions and make sure I understood that he had nothing to do with it other than helping his dad clean up the cuttings. I assured him that I never considered him involved in what happened. I haven't even talked to him since he moved in last year except for an occasional wave went I saw him outside.

I appreciate the input so far, I'm still pizzed about this and am still trying to digest the advise and decide how I'm going to proceed.

I'm not planning on living here for much more than a few years, my son will graduate in 2020. This house is way bigger than I need
( 4 bedrooms 3 bath, finished basement) but I'm not going to be bullied into moving to get away from this idiot.

I'm not sure how he would react to my option C, a letter requesting he build a fence, my gut tells me the only thing that will get his attention is the legal route. I may contact my attorney and see what he thinks.

With this new info I'm changing my opinion! Since the kid is cool, I'm not going to recommend planting the poison ivy ...
Oh, I'm still recommending the Fort Ligonier style defensive fence though!

I’m glad the son is a nice guy. You may want to check your local codes to see if it’s legal to rent out the homes that guy owns. If you like living next to the son I’d play it cool for now. Those hedges will grow back,
I would want to go full on war if it wasn’t for the son.

Send him a bill to replace with full grown transplants at a couple grand a piece, plus installation fees. Or whoop his azz. Whichever.

We are headed for court case unfortunately. Not with a neighbor but many similarities to your's taking liberty with your shrubs. Why is it OUR responsibility to protect ourselves from narcissist bullies behaving badly but WE good civilians are the ones that have to spend our hard earned $$
