    What's worse is trying to adopt a kid is so freaking difficult, even as responsible adults. But you can be stupid, and make your own, and can pull a child out of a foster home, despite the foster home giving a better upbringing to that child.

    It's messed up.

    Between countries like China, Japan and India, I seriously doubt that will ever happen..................As far as administering the test, let the correctional services people who have to "rehabilitate" all of these rejects have a kick @ the can. Better yet, make it part of a Marine Corp. D.I's job descriptions...............................
