The in-laws have a Pacific Energy stove with secendary burn tubes and I was wondering how low it should choke the flame when the air supply is completely closed. It seems to make only a slight difference between the air being full open and full closed. I'm used to my catalytic stove that just glows like a cigar when the air supply is shut down.
My PE vista insert makes a drastic difference from wide open to shut down. Even with 25plus feet of pipe! Somethings gotta be wrong with their stove. Check door gasket would be my first thought. 2nd would be to do a deep clean of the box and inspect for cracks.
Yup, it does seem like you have an air leak. Mine will choke the fire down to just glowing coals. I always try to keep a flame going.
