As I understand it they work well enough, just not completely automatically. Since only two of the legs can be powered, the "phase converter" has to be started by hand, once running it will power your ironworker seamlessly though. Currently in use as step-up, works great. Heavy!
Have prolly 6-8 of those stored away that I bought at factory/mill auctions over the years for $10-$20. Wish they'd work but voltage is wrong way. Some day when copper goes out of site I'll cash them in at the scrap yard.
