It looks like pear to me - probably a 'Bradford' Pear, which is a variety of Callery Pear. I assume that ornamental pears are common in Amarillo, since they are common practically everywhere else in the US that isn't tropical or Alaska. I think the other ornamental pears with small, inedible fruit are also Callery Pear, although each variety has a special name intended to make you buy one. Pear is great firewood, with the main problem being the numerous crotches, Ys, etc. in the tree that make it hard wood to process.
Yes pear is planted in every city park here for the most part. A lot of yard birds to boot. 18in dbh tops. Splits very twisty from my experience. Great to smoke fish on!!!
