    Red wire is spliced, one goes to starter and one to (we don't know).

    Ok. So you have it wired in series. 24 volt system. To use a 12 volt charger, you'd need to hook the leads to + and - on only 1 battery at a time

    Make sure what you're hooking it up to is a 24v system

    So your in series 24v. I'm betting on a bad cell in the old battery. Or a corroded cable

    You need to separate them and charge 1 at a time or 2 12v chargers or 1 24v charger.
