    We had some strange freezing fog a few years ago that created something similar but nowhere as extensive or as pretty

    When we get a few days of freezing evenings and cool days, the moss on our lawn which never gets sunshine during the day, will build up frost so it looks like snow. I think all the moisture trapped in the moss is drawn upward by the cold and just builds on itself as the days go by.
