I might use pasteurized if it were me.

Pasturized is heated, kills the good stuff - and basically just turns honey into a good tasting sugar.

I would just make sure it is made locally (not "packaged" locally). Then you're sure it isn't contaminated from imported product from perhaps questionable sources. Also make sure it doesn't contain high fructose corn syrup.

Ah, defeats the point. Okay, I was thinking along body weight/size, like you don't give raw honey to babies, but not if it's more of a treat than cough suppressant.

The only thing pasteurization does to honey is kill off the wild yeast.
If the moisture content was high enough in honey to begin reproduction of yeast and then fermentation you'd end up with honey that smelled funny, it still wouldn't be harmful.
Pasteurizing honey also supposedly helps slow it down from crystalizing.
Pasteurizing honey is not done for the same reasons as dairy. Honey is not a media conducive to harboring nor multiplying bacteria(s) or other harmful substances.
Cheap honey is often loaded/cut with high fructose corn syrup and other sweeteners which dogs shouldn't get a lot of. As should few people.
Fructose supposedly tends to be stored as fat as part of the process of turning it into glucose. Neither we nor our pets need to be storing fat. We no longer run for our lives from predators and don't need the reserves.

Interesting, I was told the risk was salmonella (I think), and that adults could deal with a small amount but little beings (babies/pets) could not.

Salmonella is everywhere. Honey has antimicrobial properties and salmonella just isn't going to thrive or reproduce in it at all.
Honey may not be 100% "clean" or "pure" but neither is it a media that supports reproduction of anything but wild yeast and even then only when the moisture content of the honey rises above a certain threshold. About the same as firewood, iirc, or somewhere near 20% or maybe closer to the equilibrium moisture content of firewood. I'd have to look it up to see if it is an exact number or a relative one.
Honey has antibacterial agents and penicillin cocktails as ingredients. It's a rather hostile environment for bad agents.
It's still sugar though and an unnecessary additive in the average person's diet . Our bodies are adept at converting carbs into the sugars we need to survive. Like anything else - moderation can be key.

Suggestion for pet lovers in NE, for what it costs to adopt a pet up there we could arrange a plane flight for the same or less $$ you pay.

    Whose interested in this sweetheart?

I thinkg that Infantile botulism paralysis is the concern with babies - but still, that is only until they are 1 year old because their immune systems are not developed enough yet to take care of the minuscule amount that could be present.

Much less danger of it in honey than in soil - but avoiding honey for baby's first year at least takes that out of the equation. AND, as others have said, honey is not something that needs to be on someone's daily menu. Using it as a treatment for cough is usually short term anyway (just like a cough suppressant from the store is short term to alleviate symptoms until the cause goes away).

I have some African honey, which is almost like molasses. It's very good for acid reflux.

No Doubt!! Our new pup is due to get spayed. $450. Yikes, I recall when it was $85, then $125 etc. That and both our old dogs sadly needed to get put down last summer, almost $600 each for them between home visit and cremation, which is nothing compared to geriatric pet care, thousands and thousands beyond annuals and teeth cleaning etc. We love our pets too much, they are worth it to us. What is one to do....
