You won't ever see a cutter on the yellow link, even on factory assembled chains. Without some serious extra effort, it's not possible. The reason yours is missing a cutter is because it was assembled after an odd size loop. (most likely off the reel at the dealership, prob. not a factory loop.) Rather than assemble a cutter with the preset, or waste a couple links of chain to correct the pattern, they simply used the yellow tie strap and preset like you normally would.
