If the fluid is at a normal level, then I would pull apart the valve as jackel suggested and see if there is an obstruction or anything obvious.

I store my mowers, tractor, etc. with 100ll from the local airport (Don't do that with catalytic machines though) since I can't get ethanol free...
The spring won't rust with a little bit of water. If it doesn't go on easily, just use some saliva or a dab of dish detergent like Dawn.
