Its possible that the motor capacitor has failed too. (under that half-round doghouse/cover on the side of the motor there)
Using a smaller pulley on the motor would decrease the load on it, but it would also lower the CFM of the compressor too...which is no big deal...
It will give a similar final rpm, but it also increases the load on the motor greatly. That's crazy on that old tag about using 10w-30 detergent...
