If the working corner and top plate are sorta sharp, I don't doubt it'll cut, but you'll want to make a proper cutter, and it'll cut better.. And...

As I suspected.. You're getting the corner of your cutter with the wrong corner of the file.
Send a pic of how you are holding your file in the cutter. On the chips, what wood are you cutting? They are breaking off a bit prematurely.....
