If i pull from the fuel hose in the tank it does not hold vacuum , but when i got the carb out of the saw it will hold vacuum . I bought a genuine walbro kit however im wondering now if thats not my problem.

What model is this? Generally speaking of a saw...the tank will have a 1 way vent in cap or hole in tank (Echo). Air comes in to replace fuel out. So, the tank shouldn't hold vacuum. The loose carb holding vacuum doesn't address fuel pump & metering diaphragms - pliability. If you have poor running now and a carb kit - I'd replace both diaphragms & gaskets.

Yes I would. That one thing isn’t a gold standard to decide.
