Any time a fuse blows something on that circuit is grounding out, i would start by doing a visual on the harness

What ATV? Year make model well help. Had the same on my mom's new yamaha Kodiak 450. The EFI fuel pump would blow the fuse. The pump was on recall but due to covid supply chain issues they took like 6 months to get the part. The new fuel pump installed under extended warranty and it's all good.

But yes, Creekin is correct. Something is either grounding out or over resistance. Sounds like it's a manual shift if you can pop start it. So could be the starter is shot. Do you have a recoil start too? If so, will that get it going? I hate that more and more ATVs are getting rid of recoil starters.

What fuse is blowing...the main fuse, or a smaller amperage circuit fuse? If its the circuit, which circuit...and like Horkn said, what year/model?
Stuff like this can be hard to diagnose in person, let alone online.
I once had a working tail light bulb that was faulty causing the fuse to blow...been a long time ago now, I don't recall the details of it all...but basically one of the filaments had broken and got tangled up with the other filament in a way that allowed the one to still work, but when the other circuit was energized apparently those 2 filaments together could carry more current than the fuse could...it was a strange one for sure...we were all scratching our heads on that one...way to much time involved with finding it...beyond billable hours for sure.
