I've been scrounging the last few years and it seems to me at least that the demand for firewood is way down. In years past I have driven by cords n cords of wood by the road that the tree service has cut down and it would sit untouched until I picked it up.

On a highway south of me the power company has just cleared their right-of-way and put close to a hundred new power poles in. There's hundreds of cords of wood just laying there, and I bet it's gonna rot.
they are doing the same thing here, only they have found the wood burners along the power lines, and have gifted them as much wood as they can handle. Of the two that Ive seen, one had about 10 cords stacked next to his property line, and one just down the street has got to have at least 15 cord stacked at the back edge. About 100 yards from his boiler and huge wood shed.

I love the idea of a wood bank for the needy. You didn't say what sentence the Low Life's got. Around here, the judge would have just given them a lecture and sent them on their way. Good thing I am not a judge. I would have had the volunteer donors bring out rounds, gave them a maul, and they could replace the wood they stole. Let them realize what work is involved in making firewood. Like your thinking. Someone mentioned helping down and out neighbors. I live in a rural area and if any of my neighbors needed wood, just ask me and I will help load it. I know my neighbors would want to pay for it. "No money needed. I will be working the pile this weekend, just come by and lend a hand." If they don't show, maybe next time I won't be so generous. Not to sound cold hearted, but if they are not willing to help themselves I am not supporting them. This statement does not apply to the elderly or the obviously disabled.
Nah, the dump is too easy pickings for me to be hiking rounds out of the power line easement. And when I go out to Craigslist offers, they help me load when they see my gray hair!
