Bu but if roots are the obstacles, best to either get a crane to lift and separate the concrete and cut the roots or take the crane out of the picture and redo the whole thing.
I seriously doubt the sidewalk is ADA compliant. Probably wouldn't pass a code inspection even without the thoughts of ADA.
Yeah they wouldn't allow that at all and with schools it becomes a neighborhood improvement project if they find more students around that use the sidewalks for commute. The ADA must be consulted when a school is involved, INDIVIDUAL EDUCATION PROGRAMS or IEP's are stipulations that are implemented by law (depending on the state) required for the student. In turn the student is often required to use these resources provided for them in return.
