What do you mean by broadcasting rights? Citizens band is regulated by the FCC for power output 4watts anything above that regulated power output is illegal
I wish I could tell you more. Apparently they did not lease broadcasting rights but actually bought them? My first thought was I could contact my husband when he is out of cell phone range, but wondering what else we could do with it? For Sure, nothing illegal, rest easy

Base station or mobile doesn't really matter, what matters is what exact frequency you are broadcasting or receiving on

Sounds like it may be something like a Motorola trunked radio system. Or a system like taxi companies used to use (or maybe still use, not sure). If it comes with everything (antennas, feed line, maybe a tower if it had a base station) and you can transfer the FCC license to yourselves it may be useful. If not, you might have some shiny equipment with pretty lights that won't do much for you. If they're just handheld radios, the range may not be all that great. Depending on distance you want to cover you may have better luck if you both got your ham licenses and went that route (I have an extra class ham radio license).
