IIRC You must show cause (proof of a threat)with police reports etc. They also decide when your threat has expired Its just a load of crap. There really is no "good reason" in Md. Its all but impossible to get a non res in Md Md does not honor any other states permits.
I called a few counties (ones that people I know had used) about a year ago and they all said we don't issue to non-residents any longer. They will renew, but not issue new.

This state is very liberal with many things, but gun laws don't go well here. There is legislation make it unnecessary to have a permit to carry a concealed weapon.
one good thing about Vermont, no permit needed to carry, concealed or not, resident or not, guaranteed by Vermont constitution until newer elected officials change it.... that's been law since 1777! Oh and I really wrote this more than once to make sure it was non political
bad news for my western friends or if I move, getting too Vermont by car requires trip thru New York, Massachusetts or Canada all of which weapon laws are more strict!
I believe the PA non resident deal just changed in the last few months that me (Ohio Resident w/ OH permit) is now covered in PA. I think they were working for reciprocity. I DO NOT know this to be certain as I hadn't actually checked into it myself. I had a friend just get his permit and told me this is now the case when he wanted to go for the PA permit.
