    Kinda looks like an old Foley-Belsaw. Regardless, belt drive, 8 inch wheel, that thing was designed to grind a LOT of chain.

    Most of the foley stuff was green - course there is always an odd one. those older grinders like that can live just about forever.
    That just might be an old Silvey- 500,510,600 all used 8" wheels although slightly different configuration than this
