How do you flush them out? Ideally I would like to flush one out of his hole and then "dispatch" him. He has made his den IN our fenced in garden, so he is living well, all the cabbage is gone, he is working over the beans and all my dinner plate size unripe tomatoes. This happened a few years ago too, it took a week but I was able to live trap one. I have been unsuccessful with the trap this year and am growing impatient. I am starting to channel my inner Carl Spackler.....

This ^^^^ I’d use 2. Light them, place the fuse side into the hole & fill in the hole. He/she/it will just become sub soil fertilizer & should be deep enough to not be oder - rifferious.
A gallon of gas would be cheaper than explosives but jus as exciting & parts of your garden would get “tilled” in the process…
To flush them out or just kill them in the hole? I am good with either, I just need to know if a PO'd 8 pound rodent will be trying to run up my leg!
I've heard of success taking a cloth soaked in bleach and stuffed into the hole as far as it would go. A cloth soaked in ammonia was then push into the 1st cloth, mixing the chemicals. Quickly cover the hole and move out of the area. A toxic gas is created filling the burrow, so I understand. I cannot confirm nor deny that this works.
I have never heard of such a thing, and would never think of doing such a thing, and will never report such a thing.....
If the hole is filled in you should have fair warning if it’s coming out. If you are concerned, grab your lawn chair, beverage of choice, a cigar, a shotgun & watch for a while.
I hate woodchucks in the garden and lost many types of gourds to them at my previous residence. If you do decide to squeeze some entertainment value out of it by pulling up a lawn chair and waiting with a boom stick, make sure you use a shotgun at the very least like was previously suggested. A pellet gun doesn't have quite enough oomph to dispatch them humanely IME. Happy hunting!

Cantaloupe. My go to for live trapping when I don't have time to wait around to shoot them. Some folks use corn on the cobb.
