    That would have been used for pole maintenance or cutting a flat by an outside lineman. Some of them also have square holes in them for bolts to attach rigging or guy wires or messengers. If you find some old telephone poles you will see the square bolts that were once used. Old technology at this point. Been a long time since I climbed a pole and that tool is before my time.
