This an older Hearthstone Heritage. I had to take the baffle out today to look at something, and the floating piece in front of the burn tubes was jostled. I can't figure out where it's supposed to sit. Is this correct?
No, that's not correct. You've got it 90 degrees off, you need to roll it forward 90 degrees so that the thing pointing forward with that little hole in the center actually wraps the front air tube. That little hole in the center lines up with the little hole in the front air tube on the back side. The ceramic baffle board sits on top of the stainless steel floating piece which sits on top of the front air tube. There was a cotter pin that poked through the front air tube and through that bracket thing to hold it in place.
