It's a bottle capper and a larger one that was operated by foot was a kick press which would accomplish similar assembly tasks . Today, you would rarely consider human power for repetitive tasks, especially for large volumes.
There was one that had my name painted on it when I was a kid, dad made it from some scrap poplar...it got used. I deserved it every single time it did get used (which was maybe couple-three times a year for two or three years). Parents made a theater of it and it had an impact on me (no pun). It taught me two things...don't do bad things my parents told me not to do and more importantly...if I did it anyways...don't get caught! I also received 'cracks' in elementary school once. Once was all it took (paddle was much larger than Dad's, and the paddler was less sympathetic).
