    Internal problem?
    Or carrier/provider issue?

Personally, I'd prefer an internal problem, better than having no control of the situation.

As a calciner operator, I know that first hand. By when I started out, you learn the sequence of operation, turn switches on, it ran or not. Now nearly every thing is computer monitored or software run. Computer loose power, shut whole system down, loose communication, can't see what is going on.
