My son-inlaw, a Lt. Col in the Maine national guard to me that he now goes to HD for hips pellets. Lowes is a bit closer, but they declined to allow a military discount for pellets, saying it was product specific. I am a retired military and frequently shop both stores. I called Lowes customer care, a 1 800 number. They said that if his I'd is valid for other product, it is also valid for pellets. Just can't combine discounts. Ie clearence price, or professional discounts. Why is it theses clerks keep getting told by managers to not allow things that the company supports. Idiots.. I have been told junk by weekend workers. That is why I shop weekdays most of the time.
There are some towns/cities near military bases that they only do the discount on Memorial Day and Veteran's Day. Not sure if that's driven by corporate or the local managers. You've got to figure that having 40,000 service members plus retirees nearby it probably cuts into the bottom line pretty significantly. Pensacola, FL was one place that I had an issue with both Lowe's and Home Depot.
If you buy pellets at Lowes by the ton, you are getting a "contractors" price, according to them. They won't allow another discount on top of that. Depending on the amount of the discount, maybe he'd be better off buying 49 bags and then applying the discount?
I have run into that issue before... And it's something automatic in the cash register. If the cashier is decent they are able to work around it. Sorry I'm not sure exactly how, May be worth buying in quantities a bit under the contractor amount. Is he in the Bangor area?

Nothing to loose by asking. You can call customer service at the company level and talk to them. Maybe ask about the "contractor" price. Looks to me like managers getting creative thinking they will profit more. So odd when you know they have so many ways to get a discount.
At my speedway I give a 50% discount on admission to all veterans with an ID… thank you for your service.
