He doesn't have much of a lawn. He bought the place from house flippers, who seeded the lawn, but he dumped too much fertilizer on the new grass and killed most of it.
I have thought about doing that also... would keep the crazy lady's crazy-er sister from driving through my lawn.
Lol, no. Allegedly, the food truck guy backed into his pickup with the food truck, when the pickup was parked on the street. Food truck guy denied everything, pickup guy threatened to sue him, and since then the pickup guy has completely fenced in his yard and put rocks all around the front yard, 10 feet from the street. I guess he's planning a war!

SO, a little bit of a over-reaction. Unless there's more been said and done between the two maybe ? Rocks are a PITA. I was tempted to do the same when, for a while, it seemed like everyone and their mother was turning around in my driveway and few were good at judging where the driveway was. Someone ran over a tree I had just planted and broke it. After a bit I decided I really didn;t want to play whack-a-mole with idiots. There are too many of them.
That's my feeling, he's just created a nuisance for himself with those rocks, and likely will have to remove them at some point. Oh well. He had a couple of cherry trees cut last year, and has split about half, and a few weeks ago had some pines and an elm cut down. He kept the elm and cut it into rounds. Sometimes when I'm out back I hear a futile thunking noise. Maybe he'll buy a splitter. Wouldn't help me any, he doesn't want anything to do with me. No idea why.
I don't see the purpose of the rocks with them being set so far back. He was hit in the road, not in his yard/driveway. Even living in rural/suburbia area we have idiots. Someday I will be able to afford to move out into the middle of nowhere.
They might be more of a message / statement / line in the sand / Wall-around-my-kingdom type of thing.
