Its all about revenue for someones pocket- 90% of it has no other meaning what so ever. I also love when they use their hired contractor for something else as an inspector and then send a notice about xyz. Had my interactions over the years.
I did the same thing with my local internet service. It kept going out so I filed a complaint with the Maine Attorney Generals office for breach of contract...the next day a service man and the Vice President were out to my house. The main box on the side of the house was old and faulty.
Central Maine Power used to do their own pole setting here, but they are the highest paid workers in the state so now its contracted out. So this new company goes to put in a power power across my land to a cabin deep in the woods. But it took them 15 people and 6 trips to set one pole. It took another few people to get the power hooked from one pole to another and the telephone company has never gotten around to redoing their pole swapping. Jeesh...no wonder our electricity is 17 cents per KW!
