Don't think there's any thugs here... It looks like you used some extra exclamation points- I guess you were asking your question in "Jest?"
A couple years ago, the General Contractor I sub for....put up a huge garage for the town, local newspaper came by and took some pics for the story in the paper. A couple days after it was published, the GC got fined from OSHA for all the violations in the photos.

Glad it all worked out. The issues you had are not uncommon midst comstruction. If they are shooting with a laser, which they appeared to be, you should be safe. Get some good pictures now as it is,working well in case the ground settles and causes more issues in the future. I suspect they compacted the fill properly, so you likely be a happy camper going forward.
I sure hope they went below 4' to install the pipe or they will be back in the spring. So the trench box should be in place. I have been on too many sites where the Safety Officer might be too careful but better safe then sorry. Ever been on a site when OSHA appears or better yet ever been pulled over by DOT? Not pretty. Think about the person who wears shorts and a tee shirt with a pair of sunglasses (at least he got his eyes protected) because he's only cutting a few branches. It's just going to take s few minutes, all it takes is a second for you to be real sorry you didn't have the right gear.
Sewer? What is that? I wish we had that around us. We do have town water, but that is only due to a leak from an old gas station tank south of the road. They forced my dad at the time to be added to the town water supply. Services are sparse around where I live. RI is small, but I still live in an area that was rural and has become more suburban. Yet services have not caught up with the area.
From the pics and his description I believe its a storm sewer so the depth isn't dependant on being below the frost depth. I could be wrong but I don't think it's very deep in that pic.
