What is the function of a "dump" valve? Faster return stroke?

On the return stroke the fluid goes through the dump valve directly to the tank; bypassing the main valve bank. Less wear and tear and less heat build up since the return path is shorter. It's really just a pilot operated check valve plumbed a little differently.

If this makes logical sense on the return side would it be a good idea to put one on the "other" side too, for all the same reasons? I'm looking for any and all way's to speed up the cycle times on my splitter, that's why I ask.
