    The local nuclear plant used to be wide open, similar to what you're describing. They had a welcome/visitors center that we'd go to on field trips when i was younger than 4th grade. Needless to say, that got shut down after 9/11 and all kinds of rocks and boulders were placed along their property lines. This country will probably never be the same and oh do i miss those days.
