Does the insulator go under the wire where it attaches to the top of the points ??

There are many variations of this, but you want the plastic (or fiber) washers installed in such a way that the wire is insulated from the base frame of the points (the part that is screwed fast to the engine) and is just making "contact" (continuity) with the movable part of the points...if it is not this way the wire will be "grounded" all the time and will not fire the coil.

And the plastic washer(s) often have a lil shoulder on one side...those go toward each other, to center the screw and keep it from touching the metal of the base/frame, or shorting to ground.
Or very occasionally there will be a plastic sleeve to go around the screw where it goes through the frame, but the shouldered washers are much more common.

Looks like they kinda idiot proofed it with that design
So you have a new coil, and new points/condenser, 12v to the coil, and intermittent ground to the coil (via points...or test wire) and still no spark?

    Yes.
I will go down and try it again, see if there is something that I'm just missing. It's entirely possible.
I have been hoping to not have to spend a bunch more money on getting it running.
