Is this a tree of heaven?

 

Looks like an ash to me.
Leaves and seed pods are not similar to toh’s

Bark is not TOH

 

Looks like some type of ash as Chud said. Maybe blue ash??? Ralphie Boy is the man for blue ash.

It looks like Blue Ash to me. It's a bit young for met to say for sure. If it is blue ash, as the tree gets bigger the bark will show with more scales. Blue ash bark is not as deeply furrowed as white and green ash and tends to be somewhat flaky.

 

Forgot this. Sure looks to be blue ash, however blue ash is uncommon in your area. See:
