The tagging function has been enabled. To take a user, type an @ and then their username. For instance, @Grizzly Adam. To receive notifications when tagged, please double check your settings to ensure that you have tagging enabled.
Pretty much. Also, some people use it to tag others they were with, like if I went out cutting with @Sinngetreu I would tag him in the post.
It could also be useful for getting someones attention in a thread where you might want their personal expertise but would also like everyone else to chime in instead of doing a private message.
Will be useful for times when you want that person to respond but they havent seen the thread yet. Will let them know right away that they were mentioned. Especially since @Grizzly Adam fixed the email notifications!
The emails aren't 100% fixed, but we are getting close. Hoping to set up a new email server in the next day or two.
On one of the conservative political forums we call it a "ping," it's just a heads up to a topic or post of interest. Some even keep "ping lists" and people subscribe to the ping lists. Of course that forum has a quarter of a million members with a history of millions of posts so it can be difficult to keep track of topics of interest and ping lists almost become a necessity.

@devilsbrew it means someone can "tag" you in a post to make you aware of its existence either because they think you would like it or would like your feedback on it. Or to just screw with you and make you go look at something.
