I don't own an electric winch but have worked with them in the past. I can't say for sure from your video or not but it sounds like your winch noise is normal. The ones I have used also had a loud scratchy type sound to them.

The winch I have is somewhat similar to yours and is just about as loud. IMG_20130304_191054.jpg

Nice setup, your winch looks new. Is it scratchy sounding like this one?

What do you use it for?

    Thanks.

I've had that one about a year and had the one before it around 8 or so years. I try to keep things as clean as I can. I do a lot of hydraulic testing and rebuilding and dirt is the enemy. It sounds almost the same as yours but it earns it's keep by saving me time and effort.

I use it for picking up reel mowers. Set them on a bench to rebuild/tear down and run them down the overhead rail to the grinder for sharpening.

Nice, Does that Kerosene heater heat your shop?
I have one but then I got a pellet stove for my shop and the wood pellet heat is alot cheaper!

As stated above. Sound about right for a electric winch.
That drum is awfully rusted and the cable birds nested though.
Have you popped a cover to see the guts yet?
The replacement winch/hoist you linked seems fine.
I'm thinking a warn work series 1700? With a small snatch block/pulley would do the trick for a few more green backs?
Edit: noticed you already have a pulley up top.

Shop is only 25'x25' with an 8' ceiling and insulated very well. I haven't seen the temp inside go lower than +40 even when we had -20 last winter. At +40 inside temp I can fire up the heater for an hour and be working in a tee shirt. Burned less than 30 gallons of kerosene last winter and worked in the shop at least 5 nights a week, sometimes 7, plus weekends.
